Skills Assure
Skills Assure supports the delivery of the Queensland Government’s core vocational education and training (VET) funding programs, and is intended to provide prospective students and employers with confidence that training providers possess the capability to deliver positive training experiences and quality training outcomes.
Skills Assure provides the flexibility for prospective students, apprentices, trainees and their employers to select a preferred training provider (registered training organisation or RTO) from a list of Skills Assure suppliers (SAS) for the delivery of accredited training to meet their specific needs. As a Skills Assure Provider, Australian Trade Training College offers courses through the following funded programs:
- User Choice – provides public funding for the delivery of accredited, entry level training to apprentices and trainees.
- Certificate 3 Guarantee – provides a government subsidy to allow eligible Queenslanders to obtain their first post-school certificate III qualification.
- Higher Level Skills – provides a government subsidy in selected certificate IV and above qualifications and priority skill sets, to help students gain the higher level skills required to secure employment or career advancement in a priority industry.
- User Choice – provides public funding for the delivery of accredited, entry level training to apprentices and trainees.
- Certificate 3 Guarantee – provides a government subsidy to allow eligible Queenslanders to obtain their first post-school certificate III qualification.
- Higher Level Skills – provides a government subsidy in selected certificate IV and above qualifications and priority skill sets, to help students gain the higher level skills required to secure employment or career advancement in a priority industry.

User Choice – Apprenticeships & Traineeships
User Choice program provides a public funding contribution towards the cost of training and assessment for eligible Queensland apprentices and trainees.
The program works in conjunction with the Commonwealth Australian Apprenticeships System, under which apprentices and trainees (also known in some jurisdictions as “Australian Apprentices”) enter into legally binding training contracts with their employers and receive structured training to achieve a nationally recognised qualification.
Student Contribution Fees
Apprentices/Trainees funded under the User Choice program are required to contribute to the cost of their training through a contribution fee. Student contribution fees under the User Choice program are set at $1.60 per nominal hour for each unit of competency.
Student Contribution Fees will be discussed prior to enrolment and are payable upon commencement of each unit of competency. This fee may be paid on your behalf by an employer or another third party.

Partial and Full Exemptions
Partial Contribution Fees of 40% will be charged where the apprentice/trainee falls into one or more of the following exemptions:
- Apprentice/Trainee was or will be under 17 years of age at the ensure of February in the year in which training commenced and has not completed year 12
- Apprentice/Trainee holds a Health Care Card or Pensioner Concession Card, or is the partner or dependent of a person who holds a Health Care Card or Pensioner Concession Card (named on that card)
- Identifies as Aboriginal or Torres Strait Islander
- A school-based apprentice or trainee
- Year 12 graduate – Apprentice/Trainee commences a high priority qualification within 12 months of completing year 12
- Free apprenticeships for under 21s – commenced high priority qualification
- Free apprenticeships for under 25s – commenced high priority qualification
- Apprentice/Trainee under extreme financial hardship
Refunds
Australian Trade Training College Refund Policy is available for download. For User Choice, once training has commenced and cancels/withdraws after participation in training has occurred, an adjusted amount will be refunded based on the nominal hours expired at the time of cancellation. The amount of the refund will be based on the total amount of nominal hours of training already undertaken to those hours remaining – amount refundable will be advised.
Certificate 3 Guarantee
The Certificate 3 Guarantee provides a government subsidy to allow eligible Queenslanders to obtain their first post-school certificate III qualification. Certificate 3 Guarantee Student Fact Sheet is available via the Department of Employment, Small Business and Training website.
Co-Contribution Fees
Students undertaking training must contribute to their training costs associated with the delivery of training and assessment services and the awarding of the qualification through a Co-Contribution Fee. The fee may be paid on behalf of the individual by an employer or another third party.
Co-Contribution Fees will be discussed prior to enrolment and are payable upon commencement of the qualification. This fee may be paid on your behalf by an employer or another third party.

Concessional student status
Students undertaking training and assessment through Certificate 3 Guarantee will have a concession student status applied if they meet one of the following:
- Students holds a Health Care Card or Pensioner Concession Card, or is a partner or dependant of a person who holds a Health Care Card or Pensioner Concession Card and is named on the card;
- Student identifies as Aboriginal or Torres Strait Islander
- The student is a school student and is enrolled in a VETiS program
- The student has a disability.

Higher Level Skills
Higher Level Skills provides a government subsidy in selected certificate IV and above qualifications and priority skill sets, to help students gain the higher level skills required to secure employment or career advancement in a priority industry. Higher Level Skills Student Fact Sheet is available via the Department of Employment, Small Business and Training website.
Eligible individuals can access subsidised training in selected Certificate IV or above qualifications and priority skill sets. The aim is to assist individuals to gain the higher level skills required to secure employment or career advancement in priority industries or to transition to university to continue their studies. Employers may also be able to access training to address workforce development needs.
Co-Contribution Fees

VET in Schools (VETiS)
VETiS is a program that enables students to gain nationally recognised qualifications while at school. Students learn skills and knowledge required for specific industries.
VETiS can be undertaken in years 10, 11 and 12, and can count towards the Queensland Certificate of Education.
VET can also be undertaken while a young person is still enrolled at school through a school-based apprenticeship or traineeship (SAT).
VETiS qualifications are funded by the VET Investment budget and delivered by approved Registered Training Organisations (RTOs) who are a Skills Assure Supplier. Students can complete one employment stream qualification at certificate I or II level.
Training is provided fee-free to school students and however there may be a shortfall between the subsidy level and the fees charged by Skills Assure Provide (SAS) – Australian Trade Training College. This is a co-contribution fees which must be paid by the school to the SAS. Co-Contribution fees by qualification delivered under VETiS by Australian Trade Training College is available through the VET Investment Schedule of Fees.
